CEBU, Philippines - Cebu is once again on the national sports spotlight.

The brand new, P26-million rubberized track oval of the Cebu City Sports Center was formally blessed and inaugurated yesterday in conjunction with the elaborate opening salvo of the 2012 Private Schools Athletic Association (PRISAA) National Games.

Over 4,000 athletes from 16 regions led by defending champion and host Central Visayas will fight it out for the 223 gold medals at stake in the week-long sports conclave that gathers some of country’s top collegiate athletes.

PRISAA national president Fr. Vicente “Vic” Uy, SVD felt proud and was overwhelmed by the colorful and festive kick-off bash spotlighted by a modernized cultural show featuring various cultures of Luzon, Visayas and Mindanao.

The ‘Pasigardo sa Sugbo’, showcasing the different festivals of the Queen City of the South, became the centerpiece of the ceremony where honored guests led by Governor Gwen Garcia, Cebu City Mayor Michael Rama and PRISAA National Chairman Emmanuel Angeles danced with the performers during the finale that was followed by a grand fireworks display.

“We’ve prepared for the opening ceremonies for two months because we would like to show to other regions how we do our opening. We wanted it something unique and will leave a legacy to everybody,” said award-winning choreographer Victor Cuenco.

Fr. Uy encouraged every athlete to make the most of this wonderful opportunity, not only to showcase their athletic skills and talents but also to do it in the spirit of friendship and camaraderie.

“I am sure that we will witness athletic performances of the highest quality over the course of this championship. Still, I exhort you to do your best and to compete in the spirit of sportsmanship and fair play. But most of all, may you take the opportunity to get to know one another and come closer to each other,” said Fr. Uy.

“I think few will dispute that sports do make us strong and healthy and teach us to accept defeat in humility and celebrate victory with magnanimity. These lessons later will become building blocks of success in life,” he added.

Track Oval

Mayor Rama, on the other hand, expressed his gratitude to the Sto. Niño for allowing the renovation of the track oval to finish just in time for the PRISAA National Games.

“Our sports center is now open for business and will serve as a venue for the different sporting events and PRISAA is the start. I encouraged the Central Visayas athletes to give their best and hopefully bring home the bacon,” said Rama.

CCSC general manager Ricky Ballesteros said the replacement of the rubber for the track oval was finished on time with good quality.

“We’re happy and at the same time proud after finally seeing the elegance of the newly-renovated track oval. We did not sacrifice its quality. It just so happen that it was done days before the National PRISAA,” said Ballesteros.

Guests

The ever supportive Governor Garcia, who made her way from Camotes to SRP via chopper just to attend the opening bash, said that Cebu has been known to have the culture of excellence and left a challenge to all the athletes.

“I challenge all of you to push yourself to the limits and even beyond with a heart of excellence,” said Garcia.

Angeles echoed the same sentiment.

“We are very lucky that PRISAA is finally in Cebu. Everytime we come here, we feel at home. We can identify the best athletes that would best represent the country in international events. The well known universities here contributed greatly for the development of sports. And I believe that the level of competition among all the regions will be equal,” said Angeles.

Games

Meanwhile, all games will go full blast today in different venues.

Among the events to be contested are basketball, baseball, beach volley, indoor volleyball, sepak takraw, softball, football, athletics, swimming, boxing, badminton, chess, karatedo, lawn tennis, taekwondo, dance sports and table tennis. MANILA, Philippines – The mayor of Boljoon, Cebu, where the controversial “whale shark as surfboard” photo was taken, has reported to the Department of Tourism what really happened to the hapless marine animal.

In a statement, the DOT said its Region VII director, Rowena Montecillo, met with Boljoon Mayor Teresita Celis, who confirmed the “unfortunate incident.”

Citing Celis, the agency said the whale shark, locally called “butanding,” was trapped in the net of local fishermen, causing it to be brought near the shore.

“It was brought near the shore because the fishermen had difficulty in freeing the creature while in deeper waters,” the DOT said.

Residents and tourists were then drawn to the whale shark, with some even riding the animal, as seen in the viral Facebook photo.

Celis, according to the DOT, has assured that those who were involved in the incident “were already reprimanded and warned of being penalized if caught again.”

“The whale shark was later released into the open sea,” the agency said.

It was earlier reported that the incident took place in nearby Oslob town, where there are still a number of violations when it comes to conducting whale shark interactions for tourists, according to the World Wide Fund for Nature.

Marine biologists in Oslob have also said some whale sharks in the area have fresh wounds, which could have been obtained through close contact with boatmen and tourists.

Carelle Listones, the girl who was photographed riding the whale shark, earlier apologized for her actions after drawing flak from Filipino Internet users.

Training needed

Following the incident, residents in Boljoon expressed their willingness to undergo training on whale shark interaction, the DOT said.

The agency stressed that other local government units and communities where whale sharks frequent should follow suit.

“Tourism should coexist with the protection and conservation of these marine animals. We need to heighten people’s awareness and capacitate the community to effectively manage the interaction so that it will not cause undue harm or disturbance to the normal behavior of the sharks,” Tourism Secretary Ramon Jimenez Jr. said.

“The guidelines are there to be enforced not only for the stakeholders to protect its principal natural attraction, but also to raise awareness on marine conservation issues,” he added.

Meanwhile, the DOT and the Bureau of Fisheries and Aquatic Resources are set to conduct an “awareness caravan” next month in line with the Month of the Ocean celebrations.

MANILA, Philippines – Two beauty pageant groups in the Philippines made their respective statements on Wednesday following the decision of the Miss Universe Organization to give transgender contestants a chance to be crowned the world’s most beautiful woman.

The Binibining Pilipinas Charities Inc., which sends representatives to Miss Universe and other international pageants, said it respects the group’s latest policy change.

But the group, which will hold this year’s Binibining Pilipinas coronation night on Sunday, did not mention if it will follow suit.

“We respect the decision of the Miss Universe Organization to change its policy regarding transgender participation in the pageant. At the moment, however, we are still awaiting the guidelines of this policy decision from the Miss Universe Organization,” Tessa Mangahas, public relations and corporate communications manager of BCPI, said in a statement.

Organizers of the advocacy-driven Miss Philippines-Earth pageant, however, stressed that only “naturally born” women should be allowed to join their beauty contest -- at least for now.

Representatives of Carousel Productions, which run the Miss Philippines-Earth and Miss Earth pageants, said they have to “respect our Catholic and Moslem tradition.”

"I don't think we're ready for that yet," said Peachy Veneracion, vice president of Carousel Productions. "Especially the Philippines."

"We have religions here that are really conservative. We're talking about Moslems, Christians, Catholics. So I don't think it will happen in the near future," added Lorraine Schuck, the company's chief executive officer.

For his part, Carousel Productions president Ramon Monzon said: "We don't have to be the pioneer in this particular field, of being the first ones to accept [transgenders in beauty pageants]. We'll see how it happens."

Contestants of the said pageant had mixed views, with some respecting the organizers’ rules and others open to the new policy.

"I do respect them as individuals but I know that they have their own pageants where they can also excel and show their talents," one of them said.

"I believe in equal rights... If I were to compete against a transgender I would see him, or her, as a worthy competitor," another added.

Miss Universe 1999 first runner-up Miriam Quiambao, meanwhile, said on Twitter that "transgenders should not be allowed to join the Miss U because it's for real women."

After being initially disqualified, transgender contestant Jenna Talackova was allowed to join the Miss Universe Canada pageant to be held this May.

Idle Filipino nurses now 300,000, says solon

MANILA, Philippines – Filipino nurses may have difficulty entering the US labor market until 2020, according to party-list Rep. Arnel Ty.

"Right now, they have ample supply of US-educated nurses," said Ty, the representative in Congress of the Liquefied Petroleum Gas Marketers' Association (LPG-MA).

In a statement, Ty cited statistics from America's National Council of State Boards of Nursing which show that the US produced close to a million nurses from 2006 to 2011.

Ty said the US demand for Filipino and other foreign nurses may start to recover in 8 years when thousands of US-based nurses would have retired.

The US first encountered a shortage of nurses in 1998. This created a surge in number of Filipino nursing graduates hoping to get a career in the US.

However, the gap has since been filled by the large increase in the number of American nurses, plus a deluge of foreign-educated practitioners.

Due to the huge oversupply of nurses in the Philippines, both the Commission on Higher Education and the Professional Regulation Commission have been urging high school graduates to shun nursing.

Late response

Ty blamed regulators for their late response to labor market conditions.

"They should be more aggressive in researching and projecting future labor market conditions, both here and abroad, to help guide young Filipinos as to potential career paths," he said.

"Regulators are just reacting to what is already happening, such as the apparent glut of nursing graduates. Their late advisories would be more valuable once these are predictive and instructive, rather than merely reactive," Ty said.

From 1995 to 2011, Ty said a total of 145,081 Filipino nurses sought to practice their profession in America by taking for the first time (excluding repeaters) the US licensure exam, or NCLEX.

However, Ty said that "from 2006 to 2011 alone, a total of 938,552 US nursing graduates also took the NCLEX for the first time."

Special jobs plan

Ty said he has been pushing for a new law that "would establish a special local jobs plan for idle Filipino nurses, now estimated at more than 300,000."

He has filed House Bill 4582, which seeks an expanded version of the Nurses Assigned in Rural Service or NARS, "the short-lived Philippine government project that enlisted nurses to improve healthcare in poverty-stricken towns."

Ty's said the Special Program for the Employment of Nurses in Urban and Rural Services (NURSE) "would mobilize a total of 10,000 practitioners every year."
